TVE EXTERNAL EVALUATION REPORTS

The expert commission of the Kazakhstan Association for Engineering Education KAZSEE held specialized accreditation of the “Rymbek Baiseitov Semey Financial and Economic College” on March 12-13, 2019.

An external audit was carried out as part of the procedure for specialized accreditation of educational programs by the expert group of the KazSEE Accreditation Center.

The composition of the expert group was approved by order of the Kazakhstan Association for Engineering Education on February 22, 2019 No. 188 and meets the requirements of the “Assessment Guidelines” of the KazSEE Accreditation Center.

The audit program was drawn up by the coordinator of the KazSEE AC and agreed with the management of the college. According to the program of the visit, the following were carried out:

Day 1 – the coordinators held a preliminary meeting with members of the EEC, at 10:00 a meeting was held with the director and with the management of the college. The director of the college Arkynkazin Dumankazy Semeykazyuly ​​acquainted the commission with the main directions of the college’s activities. He spoke about the latest achievements and problematic issues of the college. After a meeting with the heads of the divisions, the members of the expert commission conducted interviews with the heads of the division. After meeting with the teaching staff, the responsible college organized a tour of the college facilities. The expert commission visited the structural divisions, conducted interviews with the teaching staff.

The meeting with the management of the college gave the team of experts the opportunity to officially get acquainted with the general characteristics of SFEC, the achievements of recent years and the prospects for development.

The planned activities on the external visit contributed to a more detailed acquaintance with the structure of the college, its material and technical base, the teaching staff of the cyclic commissions, students, graduates, employers of the college and allowed external experts to conduct an independent assessment of the compliance of the data of the self-examination report of educational programs on the actual state of affairs in SFEC.

After lunch, the commission studied the internal documentation of the college, curricula, documentation accompanying the educational process. Were studied the provisions, regulations, schedules, academic calendars and so on. The mechanism for the development of educational programs.

Day 2 – visiting practical training bases, meeting with college students, with college employees, with college graduates, with parents and with social partners, interviewing students, attending training sessions, with chairmen of special discipline cycles in 5 specialties.

During the visit of the commission members to the production sites, we had to selectively observe the workplace of students who were practicing at the IP Shygys-zharnam RC “Akhmetkhanov A.Sh.” 47 of the city of Semey, in JSC Semipalatinsk Machine-Building Plant, in LLP Semey Krylys Materialdary.

At 16:00, the expert commission met in the conference room and prepared a draft report on each educational program. Also, the expert commission prepared a draft general report on accreditation.

At 17:30, a final meeting was held in the conference hall, where the results of accreditation of educational programs were announced.

The experts examined classrooms, computer labs, a library, a canteen, a dormitory, and a sports hall.

In the course of the external audit, the experts studied the documentation of the PCC, selectively attended training sessions, and visited Semeiskaya Shoe Factory LLP. We met with teachers, students, alumni, employers.

At the end of the second day, the expert commission met in the conference room and prepared a draft report for each educational program. Also, the expert commission prepared a draft general report on accreditation.

After that, a final meeting was held in the conference hall, where the preliminary results of the accreditation of educational programs were announced.

An external visit of the expert group within the framework of the institutional accreditation procedure of the KGKP “Petropavlovsk Construction and Economic College of the Akimat of the North Kazakhstan Region of the Ministry of Education and Science of the Republic of Kazakhstan” was held from March 29 to March 30, 2019.

In the process of the external audit, the experts studied the documentation of the MCC, attended the training sessions of the teachers: Ramazanova Saule Tumurzaevna (Criminal Law) conducting classes in three languages, Asanova Zhazira Shausenovna (Construction of buildings and structures), Koshanova Olga Vladimirovna (LPZ “Technology of flour and confectionery products “).

The members of the expert commission visited Osnovanie LLP, whose director is Sergey Petrovich Timofeev, the chairman of the North Kazakhstan Association of Builders, one of the college’s social partners, visited the college’s workshops, visited the college museum in which an exposition dedicated to the pilot-cosmonaut, Hero of the Soviet Union, a native of the city of Petropavlovsk was arranged Alexander Viktorenko, who established the A.Viktorenko Prize, which is annually given out to the best students. We met with teachers, students, alumni, employers.

The expert commission conducted interviews with students, teachers, employers and alumni. The members of the expert commission asked questions, exchanged opinions with the interview participants.

At the end of the second day, the external expert commission met with the management of the college, the Chairman of the expert commission Venera Lesbekovna Seitbekova acquainted the audience with the preliminary results of the work of the expert commission. The foreign expert Esipova Maria Sergeevna also spoke and made a brief comparative analysis of TVE in Russia and Kazakhstan, and also shared her opinion.

The visit of EEC KazSEE was carried out in accordance with the program of the external expert commission. According to the program of the visit, the following were carried out:

Day 2 – visiting practical training bases, meeting with college students, with college employees, with college graduates, with parents and with social partners, interviewing students, attending training sessions, with chairmen of special discipline cycles in 6 specialties, the final meeting of the EEC with the administration of the college.

The members of the expert group visited the company FE “PROFIT.KZ”, the company “Integro”, KSU “Department of Construction, Architecture and Urban Planning of Petropavlovsk”, PA “Bars Kyzylzhar”, North Kazakhstan branch, JSC “National Center for Expertise and Certification”. During the visit to the practice bases, the experts conducted interviews with the student interns of the college.

At 15:30, the expert commission met in 221 auditoriums and prepared a draft report for each educational program. Also, the expert commission prepared a draft general report on accreditation.

The external audit took place in accordance with the program developed by KazSEE and approved by the college management. All materials necessary for the work (visit program, self-examination report, Guidelines for organizing and conducting an external assessment for the procedure of institutional and specialized accreditation were presented to the members of the expert group prior to the visit to the educational organization, which made it possible to timely prepare for the external assessment procedure.

The online meeting with the college management gave the experts the opportunity to officially get acquainted with the general characteristics of the college, the achievements of recent years and development prospects.

The planned activities for the external visit contributed to a more detailed acquaintance with the structure of the college, its material and technical base, the teaching staff of the Subject Cycle Commissions (hereinafter PCC), students, graduates, employers of the college and allowed external experts to conduct an independent assessment of the compliance of the data of the self-examination report with the actual state of affairs in college.

The college self-survey report contains a large amount of information, where all areas of the college and structural units are analyzed in accordance with the standards of institutional and specialized accreditation.

Online visual inspection was carried out in order to get a general idea of the organization of educational and scientific processes, the material and technical base, determine its compliance with standards, as well as for contacts with students and employees at their workplaces. The experts examined classrooms, computer labs, a library, a canteen, a dormitory, and a sports hall.

At 17:30, a final meeting was held online, where the results of accreditation of educational programs between experts from the Kazakhstan Association for Engineering Education were discussed.

An external visit of the expert group within the framework of the institutional accreditation procedure (ONLINE MODE) was held on October 26, 2020.

The composition of the expert group was approved by order of the Kazakhstan Association for Engineering Education dated September 18, 2020 No. 2/2 and meets the requirements of the “Assessment Guidelines” of the KazSEE Accreditation Center.
